The Directorate-General for European Civil Protection and Humanitarian Aid Operations stands in the heart of the French Community of Belgium. It is the European Commission’s department for overseas humanitarian aid and civil protection, aiming to save lives and ease suffering during crises. Since March 2023, Maciej Popowski has led the organisation as Director-General, while Hadja Lahbib serves as Commissioner for Preparedness, Crisis Management and Equality.

The department’s work is vital because it funds aid in over 80 countries, reaching millions of people affected by disasters. Its annual humanitarian budget for 2021 alone was €1.4 billion, part of a €9.76 billion allocation for 2021–2027. DG ECHO works with around 200 partners, including NGOs and UN agencies, and maintains a network of 450 staff across 500 field offices in 40 countries. It also coordinates the EU Civil Protection Mechanism, which involves 37 countries and ensures rapid disaster response.

Visitors to the building find a modern office where policy and operations are shaped. The staff analyse needs in crisis zones and develop strategies to deliver aid effectively. The organisation upholds strict humanitarian principles—humanity, neutrality, impartiality, and independence—to guide its work. Its mandate covers emergency relief, disaster prevention, and post-crisis recovery, both inside and outside the EU. The building reflects the serious purpose of its mission, with no grand displays, only the quiet efficiency of those working to protect lives.
