European Investment Fund

The European Investment Fund stands in Luxembourg’s Kirchberg district, a modern plateau of glass towers and wide avenues north-east of the city centre. Built in 1994 as part of the European Union’s financial architecture, it shares a campus with the European Investment Bank and other EU bodies. The building itself is a low, curved office block surrounded by bicycle paths and public squares. It is worth the journey because the EIF moves more than €14 billion a year into European firms. Nearly half of that money goes to regions where growth lags behind the EU average. In 2024 it placed over €7 billion in equity and worked with ninety-six new lending partners. Its shareholders include the European Investment Bank, the European Commission and thirty-eight private financial institutions. Since 1994 the Fund has helped finance about two million small and medium-sized businesses across Europe. Inside, visitors find quiet corridors lined with meeting rooms and a small visitors’ area where staff explain how guarantees and venture capital reach firms. The ground floor opens onto a landscaped plaza shared with the neighbouring bank. From the terrace there are views across Kirchberg’s parkland and the Alzette valley beyond.
